TfL’s Memorandum of Understanding

London’s roads are becoming busier and more congested. Safety and security of the public are key objectives, and with Vision Zero aspirations (zero killed or seriously injured by 2041), it is vital that any additional traffic does not negatively impact on the public.

Poor construction logistics management can result in drivers being sent on loops or to wait long periods outside sites before access is possible, causing additional congestion to the road network. The associated outcomes are increased air pollution, bus delays, driver stress (a cause of 20% of collisions) and potential negative conflicts with vulnerable road users.

There are several methods to manage construction traffic and reduce the negative impacts on roads, road users and environment. This includes carefully designed holding and loading areas and methods to safely manage HGV activities.

To ensure such methods are managed and maintained to high standards, TfL has introduced a Memorandum of Understanding (MoU), which lists all agreed methodologies with key stakeholders in the form of a visual task sheet. This can be managed in conjunction with the Construction Logistics Plan (CLP).

All associated parties are expected to adhere to the MoU and sign the document to show their commitment. This includes monitoring and reporting all observations positive and negative. There is a caveat in place whereby if any contravention of the MoU is observed, works can be temporarily stopped until improvements are made and agreed.
