A new HGV Safety Permit based on the new Direct Vision Standard (DVS) is required for all HGVs over 12 tonnes driving within Greater London. DVS is a key part of the Mayor of London’s Vision Zero plan to eliminate all deaths and serious injuries on London’s streets. TfL will begin enforcement of the permits, using the ANPR camera network, on 1 March 2021.
The DVS operates in the same area as the existing Low Emission Zone (LEZ). It uses a star rating system to rate HGVs based on how much a driver can see directly through their HGV cab windows, ranking from zero star (the lowest level of direct vision) to five stars (highest level of direct vision).
To qualify for a permit, HGVs will require a minimum of a one-star rating. Vehicles rated zero star will only be granted a permit if they are fitted with “safe system” measures including sensors with audible warnings and cameras to monitor to nearside of the vehicle.
The permit scheme will operate 24 hours a day, every day of the year. From 1 March 2021, HGVs not holding a permit, or in contravention of permit conditions, will be issued with a £550 Penalty Charge Notice (PCN – reduced to £275 if paid within 14 days) for each day the vehicle is driven within the DVS area.

Because of delays reported by some operators, and to avoid penalising responsible operators unnecessarily, TfL has announced that it will not issue a PCN to the vehicle owner for a 90-day period commencing 1 March 2021 and ending 29 May 2021. Operators must inform TfL directly before 1 March 2021 through a dedicated email box – DVSGracePeriod@TfL.gov.uk – with proof of their Safe System equipment fitting date.
Proof must be provided on garage/fitter branded documentation detailing the appointment and Vehicle Registration Number. TfL will review the request and send written confirmation of the outcome. Once operators have had the Safety System equipment fitted, then the DVS Permit Applicator process must be followed.
Operators informing TfL of a delay after the 1 March go live will not be eligible for the grace period.
